ABOUT OUR PROPOSALS

Indicative Outline Masterplan

  • An outline planning application is being prepared for submission to Maidstone Borough Council.
  • The emerging masterplan has been carefully designed by the project team to reflect the site's natural topography, existing landscape features and its strong sense of enclosure and well-defined boundary. The proposals also respect the setting of nearby Rumwood Court, a Grade II listed building, through careful consideration of the residential area layout and landscape enhancements.
Emerging Illustrative Masterplan
  • Whilst only outline permission is sought, an indicative layout of how the development could look is provided below.
  • The illustrative layout below shows how the site could provide up to 125 new homes, including 40% affordable housing, alongside extensive new landscaping and public open space.
Emerging Illustrative Outline Layout

In summary, the outline proposal would bring about:

  • A landscape-led scheme of up to 125 one- to five-bedroom homes, 40% of which would be affordable, comprising detached, semi-detached and terraced properties that reflect the character of the surrounding area.
  • New pedestrian and vehicle access from Monchelsea Park, with further pedestrian connections to Sutton Road to the south and Honey Lane to the north, providing access from Sutton Road to Otham village.
  • The sites strong perimeter tree line will be retained and enhanced where necessary maintaining the current level of enclosure and screen.
  • A new Local Equipped Area of Play.
  • A central green corridor creating a north-south network of green spaces populated with new tree and shrub planting for wildlife.
  • An attractive sustainable drainage scheme designed to support and enhance biodiversity.
  • Dedicated areas for biodiversity enhancement and mitigation, informed by ecological and arboriculture advice.
  • Two-storey traditional homes reflecting the local area's scale, forms and materials while incorporating modern, energy-efficient technologies resilient to climate change.

New homes to address an identified local need

  • The proposal will provide a mix of market and affordable homes for first-time buyers and families. A range of property sizes will help meet local housing needs and create a mixed, balanced community.
  • The proposals include one- to five-bedroom apartments and houses, with 40% provided as affordable housing.
  • At the detailed design stage, the homes will be designed to reflect the area’s traditional architecture and local character.  All homes will follow the same design principles, regardless of tenure.

Access

  • Vehicular access is to be provided via a new connection with the existing Monchelsea Park development, with pedestrian and emergency access provided via the retained existing accesses.
  • The new access point has been designed by our appointed transport consultants to modern safety, capacity, and visibility standards.
  • The main access road is intended to split into smaller streets and private driveways to give the site a more open feel. The proposed layout is designed so vehicles, cyclists and pedestrians can move easily around the site, with footpaths also providing safe, accessible routes through the proposed public green spaces.
  • A pedestrian connection will be made with Sutton Road to the south and Honey Lane to the north providing connection to the village of Otham.

Accessibility

  • Langley offers a range of everyday services and facilities, including convenience stores, cafés, a pharmacy, a veterinary surgery, medical practices, restaurants, schools, shops, and employment opportunities. Overall, the site is sustainably located, with good access to local services, facilities, and public transport, as well as opportunities for walking and cycling.
  • The “Edmett Way” bus stops are approximately 450m southwest of the site’s existing access, around a five-minute walk away. Both have a flag, pole and timetable information, and the westbound bus stop is also provided with a bus shelter. They are served by routes 12, 13, 642, and L3, to destinations including Tenterden, Maidstone, and the local schools. Bearsted is the closest railway station and is 4.8km from the site, which is around a 21-minute cycle time. It provides regular services to Ashford International, London Victoria, and London Charing Cross.

Drainage

  • The proposed drainage scheme for the development has been designed to take account of the existing site conditions, surface water run-off as a result of the development, and necessary allowance for climate change. Run off will be no greater than existing greenfield run off rates.
  • New drainage features are proposed in the form of Sustainable Urban Drainage (SuDs) to the south of the development to control surface water runoff from the site.
  • The inclusion of these features will improve existing surface water conditions by holding back water and slowly releasing it into the drainage catchment. The development will therefore not increase the risk of flooding on or off the site.

Landscape and Ecology

  • Preserving and enhancing local wildlife is a key consideration when we plan and build new developments.
  • Ecology surveys of the site have been undertaken to inform the outline proposals and set parameters for any future detailed application. This will ensure that appropriate mitigation measures are integrated into the development.
  • Existing trees and vegetation will be retained, with removal limited to trees that are dead/decaying and pose a threat in terms of safety.
  • New tree planting will be provided throughout the development, and at detailed design stage, homes will accommodate features such as bird and bat boxes.
  • The necessary 10% Biodiversity Net Gain will be provided, increasing the ecological value of the site. This will be delivered through the inclusion of extensive areas of new and more varied habitats which can support a wider range of ecology.
  • The mature boundary planting along Sutton Road and around Rumwood Court will be retained to limit visual impact. Although the site is not currently visible, the development will be designed to respect the scale and character of its surroundings.

Heritage

  • The development of the site is not constrained by heritage assets within the site such as Listed Buildings and the site is not located within a Conservation Area.
  • Whilst Grade II listed building Rumwood Court is located to the south-east of the site, it is not visible from the site due to the dense perimeter landscape screen which is to be retained and enhanced.
  • Archaeology work will likely take place before any works start on site, to determine if there are any features of interest underground. Should anything of interest be found, these will be subject to recording, preservation in-situ or removal from the site.
